机制调整:国内网盘,不再是可以退币的条件

• 国内可以注册的网盘均不可申请退币, 国外需翻墙的网盘才可以退币
• 如果发帖在购买前已经可见网盘类型,若资源没有失效,不是可退币的理由
  

根据机制调整，国内注册的网盘无法申请退币，只有国外需要翻墙才能使用的网盘才可以退币。如果在购买前已经能够看到网盘类型，并且资源没有失效，那么不能退币也不是一个合理的理由。
